subordinate legislation and policy rules came into force on 1 April 2021. From that date offering gambling over the internet in the Netherlands became lawful for holders of an authority licence, and operators could begin applying. The authority planned to issue the first licences together to every applicant that filed on time and met the assessment criteria, with the market opening on 1 October 2021, so licensees would start on a level playing field. The Act also added addiction-prevention duties and new advertising and recruitment rules.
